Ciena or Juniper router configuration for new ISP

I need assistance in setting up a new router and possibly a switch to provide internet access to multiple tenants. I currently have 1gig circuit with a /26 set of IP’s along with multiple strands of SM fiber to each tenant. What’s the best method to allocate 50-100Mbps to each tenant and to separate traffic by IP. I’ve heard Ciena would be the best hardware for this. Let me know how you would build out the network and what hardware I would need to make this happen.
