A simple PPG sensor with bright LED for art installation project

I’m an artist currently working on a project which requires what I think is quite a basic analogue device but I don’t possess the knowledge (or the free time to learn) how to realise it. I’m ideally after someone based in London.
I need an autonomous device/circuit which will emit an LED flash following a person’s pulse when they place their finger over a PPG sensor (similar to this project https://youtu.be/psTa5ZrqAyo). I’d like the LED to be quite bright as the device will be used in a darkened performance space and it needs to be clearly visible. The device doesn’t have to look particularly ‘professional’ as long as it works. If this sounds like the sort of thing you could do then please send me an estimated quote and budget.
