Secure Treadmill Display Circuit Design

As the lead on this project, I'm seeking an expert to design a treadmill display circuit with an emphasis on user safety. The design should include:
1. Safety Features:
- An Emergency shut-off component which should have the following specifications:
a. It should include an automatic shut-off mechanism, activated on detecting an unsafe running speed.
b. It should incorporate a safety key mechanism.
- The circuit design should also allow for heart rate monitoring.
The ideal candidate for this project is someone with previous experience in circuit design, specifically for treadmills or fitness devices, with a good understanding of implementing safety features. Knowledge of heart rate monitoring and automatic shut-off mechanisms is critical.
I need some factory settings for incline motor speed during up and down movement.
