OLED Panel Testing Device Development

I'm in need of an electrical engineer who can develop a testing device for an LG V-by-1 OLED panel. The main purpose of this device is for troubleshooting and diagnostics of the display panel.
Key tasks include:
- Designing and building a device that can identify and diagnose issues specifically related to dead pixels and backlight problems.
- Ensuring the device is user-friendly and suitable for routine testing.
Ideal candidates for this project should possess:
- Extensive experience in electrical engineering, specifically with testing devices.
- Strong understanding of OLED panel components.
- Experience in troubleshooting display panels.

Preferably, the project should be implemented with a cheap FPGA. (GoWin?)
