Electronics Design - Network Interface Card Design Creation

We are looking for a seasoned electronics designer that can design a very specific Network Interface Card that will go into HPE servers. We will need a full design and blueprint that we will be able to take to our contract manufacturer to manufacturer and build. The NIC will need to have the following specifications that is provided in the attachment.
