QR Configurable 4K Wi-Fi Camera Circuit Design

Micro-electronics wizard needed to make PC board with camera with wifi.
I am looking for someone to design a simple pc board of components and circuits that would include
a 4K camera to take pictures and wifi capability to send the pictures using http post to a server.
The little device would be powered by a lithium battery, that can be plugged into the device, and can be replaced with another battery, when the battery is empty.
The device would have a little red LED light and a little green LED light.
There will be no on/off switch on this device.
Once the battery is plugged in, it will turn on and run.
To program the device, the user will use a QR code, and place it in front of the camera. The device will convert the QR code into a text string and get the information its needs to perform a basic configuration.

Each tag is terminated by a line feed.
The interval tag is in minutes. So in this example, "interval=30<lf>" means 30 minutes.
When the device has read the QR code it will turn on the green LED for 3 seconds, indicating to the user that the new information has been received and saved. Once the QR code is received and saved, the device will take a picture and post it to the server, and then turn on the green LED again for 3 seconds.
If the device is unable to read the QR code or there is an error in interpretting the QR code, or some tags are missing, or any other error, then it will turn on the red LED for 3 seconds. This will tell the user there is a problem with the QR code. All of the tags (wifi-network=, etc.) are required as part of the string. If any tag is missing the device must turn on the red LED for 3 seconds to indicate an error, and ignore the data from the QR code.
If the QR code is good, and the device is configured, it will begin to take pictures as configured. In the example, every 30 minutes or when motion is detected. After a picture is taken, it is immediately posted to the server via wifi. The device should not be connected to wifi continuously, but only connect when a picture needs to be sent, then post the picture, and then disconnect from wifi.
The device will check the battery once a day. When the device detects that the battery is low (<=5%) it will post a message or an image saying "battery low at 5% - device 1234". It will continue to post this every time it checks the battery and while the battery is 5% or less.
If the device malfunctions, or is on without any configuration information, it must turn the red LED on for about 1 second and off, every 2 seconds, until it has read a QR code and is configured. The device is meant to run as soon as a battery is connected to it, and will run until the battery is empty.
You will choose the parts/components/circuits for the device.
You must specify the manufacturer of the parts, and the part numbers.
The parts for the device must be the cheapest possible parts.
The parts for the device must be the smallest possible parts while still being cheap.
The parts for the device must be common and readily available parts, not some rare part or part made in limited quantities.
All of the parts must be available online, from a place like Alibaba or eBay or Amazon.
You will design the circuits, choose the components and make the design of the pc board using a common method that is accepted by pc board companies. Once I receive the design, I will use an online service to print/make a PC board using the design you provide (using a standard and widely accepted file format). While waiting to receive the PC board, I will buy all components (from Alibaba, eBay or Amazon). When the PC board arrives, I will attach the components and test the device. If the device works, you get paid.
