Describe the Process to Create Chlorinated Rubber

Hello, I am working on a chemical process that will result in excess chlorine. I have read that synthetic rubber can be made from chlorine, but I cannot find the process to do this.
This source says that it can be made by reacting carbon tetrachloride with chlorine.
