Competency Matrix Development for Oil & Gas Production Facility

I'm looking for an expert who can create a detailed competency matrix in Excel for a small oil and gas production facility. The matrix should cover several teams: Mechanical, Instrumentation, Production supervisors, Production superintendents, Control room operators, HSE, Integrity, Maintenance, and Process.
Key requirements:
- The matrix should cater to three grading segments: Grades 1-7 (junior to mid-level operators), Grades 8-10 (fresh graduates and more experienced engineers), and Grades 11-14 (managers and highly experienced engineers).
- It should be comprehensive enough to track the competencies of individuals typically progressing through their grades every 2-3 years.
The final deliverable should be a clear and well-structured Excel spreadsheet/PDF/Word or other forms. Ideal candidates for this project would have a strong background in Human Resources and experience in the oil and gas industry, particularly in production facilities. Proficiency in Excel is a must, and previous experience in creating competency matrices will be a significant advantage.
