Biomass Bioenergy Engineering Project: Technology Road Map, Technology Readiness Matrix

I need someone from an Engineering background (Preferably Civil, Mechanical, Chemical or Environmental) to create a technology road map as well as a technology readiness matrix for the production of bioenergy using different feedstocks, transport, pre-treatments, conversion and upgrading process.
The technology road map is required to be done in the form of a data base (Microsoft Access) but I'm open to suggestions to other alternatives.
The technology readiness matrix must be similar to existing examples in industry.
