Website with AI Generated Images from internal image library

I'm looking for a developer to build a website that allows users to input both text and pictures. The site will use ChatGPT to generate an image based on these inputs, utilizing a clipart library from an internal database.
Requirements:
- User inputs: Both text and/picture pictures, colour tone, and budget
- Generated image: Based on user inputs and the system clipart image library, each image with a price tag
- Sub-website for each user case: Single page displaying input/ output/ shortlisted images
- on the sub-website: modification: users can delete or add images and add search words to expand shortlisted images to add to the output image
Ideal Skills and Experience:
- Experience with AI integration, especially ChatGPT or DeepSeek or Poe and automation
- Ability to manage and display internal databases and clipart libraries
