Python Telegram Bot with GPT-4o Integration

Hi,
I need a Telegram bot built in Python and I’d like to know if you can develop it and what your price would be.
Here are the full technical requirements:
Objective
Build an automated system that responds to customers on Telegram through a normal account (not an official @username_bot), integrated with the ChatGPT API, that completely simulates a real human being. Customers must not know they are talking to an automated system.
Requirements:
1. Use a normal Telegram account via Telethon library — not an official bot. Real name and profile picture visible to customers.
2. Full ChatGPT GPT-4o integration — every incoming message is sent to the API with a preloaded system prompt and the response is returned to the customer.
3. Human behavior simulation — typing indicator before every response, random delay between 3 and 8 seconds, typing speed proportional to response length, occasional split into 2 separate messages with pause.
4. Prompt update via TXT file — owner sends a .txt file in a private Telegram control chat and the system updates the prompt automatically in real time with confirmation message.
5. Enable/disable commands from private control chat — /on, /off, /status.
6. Automatic payment link — when customer shows purchase intent the bot sends the Whop payment link automatically.
7. Multiple simultaneous conversations — each customer has separate memory, last 10-20 messages saved per conversation.
Tech Stack:
Python, Telethon, OpenAI API GPT-4o, SQLite or Redis, Railway.app or VPS hosting.
Additional requirements:
∙ Telethon session saved to file to avoid repeated logins
∙ Telegram rate limiting handled to avoid account ban
∙ Full conversation logging to file
∙ Auto-restart after crash via supervisor or systemd
∙ Prompt backup saved on every update
