Decrease latency for STT & TTS voice AI under 3sec

I am looking for a skilled professional to reduce the latency of my existing voice AI system significantly (Speech to Text & Text to Speech). Currently, the system has an average lag of around 15 seconds, which is far from optimal. I want to bring this down under 3 seconds, making for a much smoother user experience.
It is currently built using ChatGPT & Twilio. But can be modified if it can improve the latency.
