Scope of Work
2.1 WhatsApp Complaint Intake
- Ability to receive incoming messages from users via WhatsApp (or a simulated environment if API is not fully configured)
- Basic chatbot flow:
- Greeting response
- Language selection (Hindi / English)
- Collection of basic user details:
- Name
- Address + Google Location (Ward/Village)
- Complaint input
- Optional attachment (image/video)

2.2 Complaint Registration & Storage
- Automatic generation of complaint entry upon submission
- Unique Complaint ID generation
- Storage of complaint data in a structured format

2.3 AI-Based Complaint Processing (Core Feature)
For each complaint received, the system should generate:
- Summary (1–2 line concise description)
- Suggested Department (e.g., Water, Electricity, Sanitation, Health, etc.)
- Priority Level (High / Medium / Low)
- Reason for Priority (short explanation)
Note: AI should follow predefined rule-based logic combined with basic language understanding.

- System should identify:
- Incomplete complaints
- Irrelevant complaints
- Such complaints should be:
- Marked with status (e.g., “Incomplete” / “Irrelevant”)
- Stored in the system (not deleted)

A simple web-based dashboard should be developed for demonstration purposes.
Dashboard must display:
- Complaint ID
- Citizen Name
- Original Complaint

Additional Requirements:
- Clean and simple UI suitable for government officials
- No login system required for prototype
