What This Is
This project is to build a professional, rules-based chat intake system that mirrors a 36-month property-tax foreclosure timeline used in Detroit / Wayne County.
This is not a generic nonprofit chatbot.
This is a time-stage classification and routing system.
If you do not build decision trees tied to legal timelines, do not apply.
Core Function (Very Specific)
The chat must do one primary job:
Correctly classify a property owner into ONE of four stages, then route them to the correct action and resources.
The four stages are fixed:
Stage 0 – Billed (Current Year / Safe Zone)
Stage 1 – Delinquent (≈ 12 months)
Stage 2 – Forfeited (≈ 24 months)
Stage 3 – Foreclosure (≈ 36 months / Last step)
No new stages. No rewording. No improvising.
How the Chat Must Work
1. Stage Identification (Non-Negotiable)
The chat must ask only the minimum questions needed to determine:
Property location (Detroit / Wayne County required)
Owner-occupant vs other
Tax status timing (current, late, forfeited, foreclosure)
Known deadlines (if applicable)
The output must be one clear stage classification.
2. Deterministic Routing
Once classified, the chat must:
Route users to the exact resource or next step tied to that stage
(HOPE, PAYS, payment plans, hearings, deadlines, etc.)
Display clear next actions, not advice or speculation
Routing must be rules-based, not AI guessing.
3. Structured Data Capture
The chat must capture:
Name
Contact info
Property address
Stage classification
Timestamp
Data must be saved to:
Google Sheets or
Airtable (preferred if within budget)
No unstructured chat logs.
