Build a teams bot that will record and report rainfall data from users

I work for an organisation with several farming sites and we currently use MS teams in the business. I would like to have a bot in teams that will: (a) allow users to submit rainfall records (where the bot can recognise the location and date of the record based on either the user; or the text supplied, or can ask the questions if unclear); (b) will use powerautomate or similar to use that data to populate a spreadsheet; and (c) will be able to extract data from the spreadsheet when asked (e.g. what is Site A's YTD rainfall?). I am competent in building the spreadsheet, but will need assistance with the other items. I am open to alternative solutions.
