Urban Character Animations for LoFi Channel

I'm in need of engaging character animations set in urban and city life, aimed at complementing an upbeat, energetic LoFi music channel.
I would like to model my character after a black woman, see uploaded image attached. This is an adobe stock image, but I really like this illustration. If we can create a similar character for my LoFi videos that would be great
I'm new to Lo-fi however, I have a few video image ideas that I want to start with - first video image I'd like to use is background scenery of her at home in a living room setting reading a book on the couch. I would also like to try something a little unique, I'd like to create a background of her standing in line to vote, or at a campaign headquarters. I'm new to Lofi, so I'm open to options of potential urban scenes
