Gain access to a hotmail account

someone hit and run me with their vehicle a few months ago. I didn't catch the registration but I was able to ask around and get this person's email address. With access to this account I can find the registration of the vehicle through our state's motor vehicle department, then file a claim against them. The address is a hotmail account. Make an offer
