Can Someone Extract a Google Drive Backup and Download it to a Laptop?

Hello I was wondering if there was any way in which someone could extract a Google Drive back up and download it to a laptop? My phone died, they (phone repair shop) can't fix it, and I have important data on there I can't get. They tried data transfer, can't do it, it has too much water damage and is stuck in boot loop. The back up is from that phone, but it's on a Google drive cloud where one can clearly see it sitting there, except I can't do nothing with it, it's not accessable. It says the backup will delete in certain amount of days after the device isn't used, and it's only 3 days left. I can view what apps and call history and stuff are in the back up but that's it, I cannot actually physically view the data within those apps and can't download or restore the back up on a new phone either. It has to be restored on that phone but again, the phone is done for. So yeah, is it possible that you can do this? And I assume this is legal right because it's more of an ethical task than anything.
