Custom Model and gpt and in a new website to be designed(basic design) and developed

I have a software and there are several settings, and some settings can be tweaked or implemented in a particular way, and if client requirements are completely not achievable by either settings or smart way of implementing one or more thanone settings mix, customizations are suggested. clients email me, and i respond them, and there can be further few back and forth with clients before i won the projects. i need all my hundreds of email threads to be used to train my custom gpt, and overtime the custom gpt is then used by my sales team or myself, where i paste the client email content, and in response whole reply is ready. and when client replies me further, i go to our developed website, find the thread, and paste new client email content there, and it again gives me fine reply. when it gives reply, i approve, or modify and approve, and based on this also gpt is trained.
When you give me proposal, give me, techstack you will use, USD that will cost for hosting in first 3months while gpt is trained, and after that what hosting every month. also give me what you will use, openai, or meta's ai which is opensource and what all, and
your proposal should contain 1 milestone which is 100% milestone, 100% upon completion and training of my 100 email threads (and all back and forth conversation in those email threads.) used to train,and we generate successful 20 replies on first inquiry, and 2 to 4 back and forth on any 10 of the 20 new inquiries as test. why i need 1 milestone, because if someone leaves my project even by leaving 0.5% incomplete, total is crap for me as anyone else will not be liking to complete someone's else incomplete work
someone who can build the basics, set the stage (hosting, server, API etc) within 1 week.
do basic UI on paper and pencil in 3days, and develop basic UI in 3days.
connect database and we get started with all crud wherever possible in first 20-25 calendar days.
and then 20-25 days in training the custom model
and then 10-20 days for working on 20 inquiries and their reply etc and fully tested.
max 90days including whatever issues, whatever bugs comes up.
