I want to create a fake map that looks like google maps for use in an emergency exercise. I have the parameters I'm looking for that I can provide.

Hi there! I’m looking to hire someone to create a detailed, realistic map, on a large scale (like a region or state within a country), for use in an emergency exercise. The final product must be customizable with specific features and locations so I can adapt it as I need. There are two different exercise scenarios that we are looking at; one would be at the regional level, which is about 600 sq kms, and has a population of about 400,000 people. The other is a state level and about 1200 sq kms, and a population of approximately 1 million people. The map should have topography (hilly), rivers, roads, bridges, urban areas, no sea front, and be in the ASEAN group of countries. I'd like to be able to add things on the map like hospitals and health care centres. Ideally we would be able to generate PDFs that can be zoomed in on in an exercise vs using ARCGIS in the exercise. I’d love to find someone who is comfortable with mapmaking and can help bring this to life for me. Thanks for considering my project!
