I need a GIS expert to map infrastructure on a spatial image of a property for the purpose of submitting a Development Application to Council

I am in the process of producing a Development Application for local council for the establishment of a commercial dog breeding facility on a 110acre property. Approx 25 acres is being used for dog breeding. The property has existing infrastructure, fencing, kennels, yards, offices, homestead etc that needs to be mapped/overlayed on the property spatial map with dimensions etc so council have a complete picture of the property and the existing and proposed infrastructure that has been added. I will provide photos and precise dimensions of buildings, including distances from boundaries that I need mapped on the spacial imagery. Basically a site plan on a page.
