creating a physical and historical map of Paraguay

I am going to publish an article in a peer-reviewed Journal and I need to include a historical map of Paraguay that shows the names of some rivers and some cities. I have a drawing that can serve as a template. It is a simple task for someone who already has experience in producing maps for non-fiction books. The final result (map), however, must be completely free of copyright.
