Copying and stitching images from a map to create one larger image.

Hello. I am a paralegal in Colorado, working in Special District law. There is a searchable map of Special Districts on a website. I would provide a list of the Special Districts I work for and would like one large map created from the smaller maps that identify my Districts. It works like Google Maps, and you can zoom in or out to the level of detail you like. The attached images show the zoom-in level of detail I would like, as well as images of some of my Districts on the map, for reference.
When you search for a District, the District boundaries are highlighted (see pictures). Some of the District boundaries are so small, they are not highlighted, but I want to be sure I get the general area around the District as part of the large map.
I would like the entire state of Colorado included in the map, but if that is not possible, as long as the total map includes all of the Districts on the list, I will be happy.
