Compile locations on a map

I have 170 weather stations that I want plotted onto a map of the north Island of New Zealand, using the latitude and longtitude co-ordinates. The plot to look something like the attached PDF1
Each weather station to be labelled with a unique number.
I want to be able to list weather station numbers on a schedule and have only those numbers “light up” on the map. See PDF 2
I also need to be able to zoom into areas to show the detail
I am not sure what program would be best for this, Maybe a cad program, but it needs to be readily available and cheap. Please nominate what program you will be using
