ArcGIS flyby tour animation

I need a professional to create a fly-by video tour along a power line using ArcGIS.

The project involves:

- Using the provided shapefile with power line towers locations (see attached zip file containing the .shp)
- Using a generic basic 3d electric high tension tower as the symbol for the towers
- Recording a video tour from a first-person perspective (to be discussed) for example, at 100 meters away from the power line, 50 mts high and 45º tilt view. The video has to show obviously the towers and the 3d modeled satellite imagery provided by esri (see attached example image)
- Deliver a Full HD vertical video
