Deck Panel Removal & Rail Lowering

I need help modifying the privacy screen on my deck. The wooden infill panels are fully accessible, so taking them out should be straightforward. Once the panels are gone, the top wooden rail has to be detached, cut down, and refitted so it sits level with the rest of the deck railing. I’m not needing any new panels . Please dispose of the removed panels and leave the work area tidy.
