Lines comes from different places in a city and meet in sky to create image of someone

I want to create a video to thank the governor of the city for his achievements, as he has succeeded in establishing 15 landmarks in my city . In front of each landmark, a person will speak, and then from each landmark, a line or shape will emerge towards the sky to create, together, an image of the person with the word "Thank you" above the city . I am looking for a talented digital artist to create this video .I will do the interviews and drone shots if need ed and provide any piece to help him do this job remotely.I don’t mind modeling the city if it is better idea .I am open to ideas
