Draw A Simple Picture (Preferably SVG Image) English Speaking Country Preferred

I am looking for an SVG file, or a PNG file of a cartoon character that you draw yourself.
The cartoon character can be seen from the waist upwards, and is pulling an expression that says, “This isn't a big deal.” So, perhaps doing some sort of shrug or gesture to indicate his indifference to the situation.
In the attached file, you will see the profile picture of the character I want you to draw. You will also see somebody else’s attempt at drawing the character sitting down. I like the way the sitting character is shaded and such.
[+] The image must be a clean image with no anti-aliasing.
[+] I prefer an SVG file so that I can scale it up or down, and so I can export it as a clean PNG image without anti-aliasing. However, if this is not possible, then a PNG with an alpha background is fine.
[+] I am going to get a lot of spam bids, so please start your bid with the word, “Carrot.” I will ignore those that do not start with the word "Carrot."
[+] I will own all copyrights to the image once payment has been made, but you may share the image on your social media profiles if you wish (except YouTube because I will be using it there).

People with a YouTube account will be given priority, since I could use a bit of help with YouTube too. Also, people who are willing to do a rough sketch beforehand (on paper with pencil is fine), will be given priority because it allows me to see a rough idea of your skills and your stylistic choices.
