Create a Cartoon Scene

I am looking for an artist who specializes in Digital Cartoon Scenes. I would like to create a Cartoon Scene using images of real people. I will provide images of 1-3 people and details of the scene which will be turned into 1 cartoon scene. I have many scene's I would like to create in the future if all goes well.
