Cartoon Character Design

I'm looking for a talented cartoonist/illustrator to create a character for me. The character should be a person standing with his hands inside a hoodie, wearing shorts, Nike socks, and sneakers, with a backwards snapback hat. The character's head should be bigger than its body, and there should be a stopwatch around its neck.
