Cartoon & Article Targeting Policy Makers

I'm looking for a skilled cartoonist and writer to create a political cartoon featuring characterizations of Putin, Donald Trump, Vance, the ayatollah, Stalin and Xi Ming on one side and Ronald Reagan, and Uncle Sam, George Washington and an 18th century French General, Zelinsky and Harry Truman on the other. The cartoon should be set in a boxing or MMA style profile perspective with the sides facing each other.
The accompanying article is going to persuade by having writing on certain symbolic items in the picture, making a compelling case that draws in policy makers specifically.
