PHP Scheduler in SMS platform

I am looking for a PHP developer to create a one-time scheduler for my SMS platform. The scheduler should integrate with my existing platform and I have no preference for the method of integration.

Ideal skills and experience:
- Strong PHP development skills
- Experience with SMS platforms and integration
- Familiarity with API and custom code integration
- Ability to deliver the project within a specified time frame

Required Knowledge for our platform:
• Backend codebase - CakePHP framework using PHP
• Frontend codebase - HTML, CSS, Javascript, JQuery, AJAX
• Database - MySQL
