Underground Utility Mapping/Drafting

Hoping to find someone that is familiar with overlaying underground utilities on a aerial image.This particular project is not survey data, it is effectively a sketch. we can draw it up just need it digitally presented. I have a pdf title block it can be dropped into to. Hoping to have this delivered to client by monday. Looking to create a ongoing business relationship. I have attached a example of how they end product should look.
