Sub-Design of Plimp the plane-blimp hybrid -- 2

I have an expert design of Plimp the plane-blimp hybrid to arrive to me in an IGES file. Versions of the unique drone have flown well and now I have a significant invite to fly for Seafair. I have some budget for this and have engines selected, need install servos etc. I am shopping around because I do not want to spend a fortune which I need save for parts construction. My budget is in low 5 figures, so this might be for a newer aircraft engineer, bonus if they are familiar with drones. The attachment is not precise, but is roughly what I'm starting with; need design attachment parts for servos etc.
