STL File Creation of Template -- 2

I need an STL file created from a physical template of the squatting part of a fly swatter.

Requirements:
- Convert a physical template into a digital STL file
- Must have experience with 3D modeling and STL file generation
- Accuracy is crucial, as I have exact dimensions that need to be followed

Ideal Skills and Experience:
- Proficiency in CAD software
- Experience with 3D scanning or manual measurement techniques
- Attention to detail and precision in digital modeling

Last entry:
- The outside diameter should be upscaled by 5mm larger than the template all the way around(so in the end the model should be 10mm longer and 10mm wider than the template
- The model should be 5mm high
