Rebuild Fire-Damaged Single-Family Home

I'm looking for an experienced contractor to rebuild my fire-damaged single-family manufactured home on a permanent foundation. The rebuild needs to match the original structure as it was before the fire.

Key areas of focus include:
- Roof
- Attic

Ideal skills and experience:

- Strong knowledge of local building codes and regulations
- Attention to detail to ensure "as was" compliance

I am a retired General Contractor. I can see that our home could be rebuilt, however, I don't know if Riverside County would permit these repairs. Over 50% of the roof still exists. Approximately 90% of the structure below the roof exists. A large amount of the wiring will need replacing. Plumbing and piping seems not to be damaged as is the sewage drainage to the septic system. Water is provided via a well.
A report from a civil engineer is requested to verify the integrity for rebuilding the structure prior to us going to the county for permitting. We have lived here for over 20 years. We are 80 years old, living on our Social Security and my wife has a part time job.
Our homeowners insurance settlement will not cover the cost of demolition and rebuilding a new structure. Our hope is that an engineer will verify and rebuilding of our home. We would like to have an engineer come to our property to let us know if our home can be repaired.
