Photogrammetry for photovoltaics

We are a company dealing with photovoltaics located in Slovenia. We are searching for a programmer that would develop a photogrammetry software that would create a 3D model of a building based on a set of drone photos. The same software should allow for PV modules to be placed/drawn on the top of roof surfaces. A reference software is scanifly.com but the functionality could be more basic.
