Need a plumbing and electric plan(MEP) for making a utility room

Need a plumbing and electric plan (MEP) created for making a utility room(10'x17'). I already got a site plan from a civil engineer and cad drawings. This utility room will be used for putting 4 stackable washer and dryer to support an apartment unit. This needs to be done by an MEP licensed in the state of Texas as per City of Arlington.
