Design and Build a controllable vacuum pump

Budget: $1,500 – $3,000 CAD

I require someone or a firm to help me design, build my project through India or China, my project is a cylindrical plastic tube with a top and bottom that will be injection molded. In it will be a battery, a 12v fan, a circuit board with display and control buttons and a method to charge the battery (s). The unit will suck air into it at a controlled rate on a timer.
The unit will be for residential and commercial use.
-Cylinder will measure 146mm tall and 80mm wide and be injection molded using a plastic much like a PlayStation 5 controller, it will have 4 rubber feet and a visible LCD control display and control buttons
-Battery will probably be 4 or 6 AA style held together and a cord with a small plug which will go to the circuit board (battery will last about 50 10minute samples)
-Fan will suck air into the cylinder at a controlled rate of air and be controllable through the circuit board.
-Circuit board will be 12v battery powered and sometimes 120vAC powered when/if the battery hasn’t been charged.
-Has a LCD display screen
-Has control buttons (Power) (up/down) (set) (Start/Stop)
-will control the fan speed at a constant flow and will be calibratable
-have an adjustable count down timer for the fan power
-Battery level can be checked on the LCD screen

Then I will need assembly and shipped to Canada

The circuit board housing and buttons should be made of plastic like a PlayStation 5 controller.
