Convert Scan data to vacuum form tooling CAD

We have 3D scanned the front grille, mirror caps, and bumpers of several automobiles. We need to have the scans converted to CAD surface data and then modified to create tooling files for CNC trimming vacuum forming tools. I have about 20 similar projects to do. The appropriate candidate needs to have experience in converting scanned data to CAD surfaces and have a knowledge of vacuum form tooling. Examples of the scan data, tooling CAD, and CNC machining of a design are attached for reference.
