windows tray application

A windows tray application that calls a website via CURL and plays sound if result is 1 and stops playing mp3 sound if result is 0. Time interaval between calls is 1 minute. Application must start at windows start and user can not disable it but has as in tray apps possibility to extit with right click on the tray app.
