transfear windows console application to web api

I'm looking to convert a Windows console application to a web API utilizing the language of C#. As there is no need to access any existing databases and no need to deploy the application to a server, I am looking for a talented freelancer to undertake this project. The freelancer should have a good understanding of C# and be able to create a functioning web API solution that meets the requirements set out. the project is for authentication users using different authentication and also using saml methods and it call and api that will work only in the trusted computers and the api must be secured by a token and key
