simple windows application

I am running a newsfeed on my computer and I don`t want to have monitoring it all the time. I want to be informed by an acoustic signal only when this newsfeed gets updated.

The idea is to have a simple application which allows me to draw a frame around a certain area on my screen and to preselect a soundfile from my computer. Every time there are changes in that marked area, the soundfile is played.
