set jagged array without creating the primary array

I have a jagged array which act as an Object that includes static and dynamic data. While I can work with the secondary array without expliciting mention the contents of it, it does not work for the primary array and cause the app to crash. I need a fix so even when mentioning a non-defined object it will not crash the app.
