C# selenium azure pipeline

I am looking for someone to develop a C# selenium project on the Windows platform that includes a Graphical User Interface. The end goal is to create an automation process for my project. The engineering should handle everything from UI design, coding, debugging and testing. The developer should be familiar with Azure hosting and creating build pipelines on Azure. Furthermore, I need the code to have good quality assurance to make sure the system works as intended.
