C# program to download two CSV files, parse them, and return two lists of Json objects

I'm looking for a software developer to write a simple C# program to download two CSV files, parse their data, and return two sets of Json objects (one for each file). Please let me know how soon you can have this completed by, and what library (if any) you will be using to parse the csv data.
