A new Class to be designed to to generate Report and send Via Outlook.(1-2hr job For an Expert)

We work on API based C# code, Most of the things are already there, what I need is to create a class to get the data from a specific database(its propriety) everything is API based, then convert that data into table form in HTML table schema so that it can be sent to recipients(already defined). Also if possible to create CSV/Excel/PDF file and send it as attachment. The attachment function seems to be there but its not been utilized in our code. so we need to work on that.
I have coding Experience, But I am not a coder, I am an Industrial Automation Engineer(PLC, SCADA, HMI etc) we use C#, C++ and VBS programming extensively.
What I want from the concern is to sit with me Online and help me complete the project. I need explanation on how and why. I dont mind if you are understanding with me while helping me getting the code architecture, I understand it may not be easy but with an expert like you the only thing I expect at the end is that I should know how the program is working and how i can use the available Classes/Methods. Not that much detail is needed but enough so that I can explain someone if asked.
