.net 3 : implement cache which is same process, but config and API allows for clearing all or few keys + service discovery and integartion for invalidating cache

We have a .net 3 app that talks to one database and has 2 API calls that are GET - read data from db. They both take params and return a list back in JSON
Want someone to explain how and then implement the solution
Miletsone 1 : explain - to be completed by 4th Jan 2023 7am India time, max budget INR Rs.2,500 (you will be writing a simple notepad document with sections for each of the below points, so I know you know the solution and can do it)
Milestone 2 : Budget open will start after review of milesotne 1 by my team of dotnet developers and GCP devops team. Date 5th Jan start and end by 10th Jan
We will provide an new GCP account and credentials to deploy and run our service, idea is to run it for max 20 minutes at at time, so script will help you get single or a cluster of 3 nodes up.
a. you need to get (from net or your sources) or write the script to set up 1 node or 3 . we will use this later to test too
b. Edit existing code to cache the db calls using annotations and config that we can configure same cache to be inprocess or remote process (possible with few providers like Mem cache for Java, I do not now name of .net prociders but am sure there are)
If its not technically possible to have a cache like I want then we will use an in-mmery cache but to defend your recommendation I need a list of URLs that say there is no unified cache interface like there in Java spring that allows us to keep the config of cache provider separate from the code that uses it. Thus allowing us to switch the provider from one type to another by changing the config.
The code has
1. Country table : read, write and update,
2. Query B which is a join, read, update a few columns of of the 4 tables invovled, including the county names
You need to edit the .net service code and config files to have the new cache system.
