create a simple application request with workflow approvals

I am looking for a developer to create a simple application request system with workflow approvals. The project requirements are as follows:
Platform: The application should be created for the web platform.
User Access Control: Advanced user access control is needed for the application.
Workflow Approvals: The desired workflow for the approvals process is dynamic.
there is two sides the first is user part where the user can apply for certain request and fill a form. the form have validation and upload attachments and also some validation depends on the others. Also some fields may get there values from API. once the user submit he receive email and SMS with his application number
on the other side is the organization employees receive email that there is a new request and there login to there dashboard see the application details and decide to approve or reject or send the application back to the user to edit the request. if rejected the workflow send rejection email to the user and SMS, if approved the request transferred to higher employee until it reach the department manager if he approved the system should create a license and send it to the user in email and also add it to the database so that user can downloads it the license is a pdf file generated by the system
this system should be done by workflow like elsa or any other open source
