create one soap api endpoint

I'm looking for a skilled Freelancer to create one soap api endpoint that is written in C#. The endpoint will be responsible for data retrieval only, and it does not require authentication. The successful Freelancer must have extensive knowledge and experience in software development using C#. They must also have experience in creating Web Services and API endpoints using C#.
